NEW YORK — A new initiative approved by the New York City Council will provide direct cash assistance to young people experiencing homelessness, offering $1,200 per month for nine months as part of a broader effort to promote housing stability and self-sufficiency.

The program, known as Cash with Care, will support 60 New Yorkers between the ages of 18 and 24 and is being implemented in partnership with Covenant House New York (CHNY). The initiative is funded with $1.5 million allocated through the state’s federal budget.

How the Cash with Care Program Works

Once enrolled, participants will receive:

  • $1,200 in monthly cash assistance for nine months
  • A one-time $5,000 payment, accessible at any point during the program
  • Ongoing support services aimed at helping participants secure permanent housing and meet basic needs

CHNY will collect and analyze data throughout the program to measure outcomes, including:

  • Transitions into permanent housing
  • Improvements in food security
  • Reductions in personal debt
  • Progress toward long-term financial and housing stability

City Leaders Highlight Long-Term Impact

City Council Speaker Adrienne Adams praised the initiative, emphasizing its broader benefits for the city.

“When we invest in young people, we’re investing in the future of our entire city,” Adams said. “Guaranteed income programs are effective in opening new pathways to self-sufficiency and stability.”

She added that supporting youth facing housing insecurity is a crucial step toward improving the health, safety, and well-being of all New Yorkers, noting that everyone deserves the chance to live with dignity and security.

Support From Council Members

Council Member Crystal Hudson, who sponsored the legislation enabling direct cash assistance programs, also voiced strong support.

“I was proud to sponsor the legislation that allowed the City to establish direct cash assistance programs and have seen firsthand the success of the pilot program for expectant mothers facing housing insecurity,” Hudson said. “With these funds, this group of 60 young New Yorkers will have the resources needed to secure permanent housing and cover essentials like food and utilities.”

A Step Toward Reducing Youth Homelessness

By pairing guaranteed income with supportive services, city leaders say Cash with Care aims to address not just the symptoms of homelessness, but its underlying causes. Officials hope the program will serve as a model for future initiatives focused on prevention, stability, and opportunity for vulnerable youth across New York City.
